I scanned the text and it requires that there be a demonstrated need to have a carry permit. Once again a subjective test where it will Have different standards in every community.  So much for equal protection under the law.

There are two SCOTUS cases ion the docket concerning Shall Issue.  Given the recent activity this one is would be struck down before implementation.
