The Rand report views it as a tool for places like Iraq, Somalia, or Afghanistan, that are not yet ready for aid workers but the Military is seen as to much blunt force.
It would be easier to establish for domestic use, (but it would be way over the budget limit of the Rand Study) since there are already models to build from in the Soviet KGB and East German Stasi.
You can bet your life that such an organization would be well infiltrated by Oath Keepers and other Patriots.

One would hope. I would see the SPF comprised mostly of the wankers who went to NO after Katrina and brutalized the remaining population. One can imagine they would not take kindly to Oathkeepers and patriots and would begin purges to eliminate anyone with those tendencies.
Damn, we live in interesting times to even be entertaining these conversations. It is not for nothing that "may you live in interesting times" is considered a curse almost everywhere.
