It is a joke.  Andy Griffith would only let Barney have one bullet.  The caption reads "Sometimes all you need is one bullet".

So who wins the speed reload.....Barney Fife or Jerry Miculek?  Does HKS make a single cartridge speed reloader?

I'm not sure but I think Jerry wins. You see Barney has to get the bullet from Andy's pocket. (After begging Andy for it!)

I believe that is referred to as "Condition 17"........ :D

I did not even notice that.  I reckon that is from the photo server, Image Shack. 

And boys, it aint Condition 17, it is Condition Fife!
