Title: 2010 census......
Post by: Bic on February 05, 2010, 11:21:08 PM
We're all eagerly  ::) expecting our 2010 Census forms sometime soon. As far as I'm concerned it seems like an excuse to spend even more money to 'help me out' ::)

Can anyone direct me to a reputable source that clearly, and with legal references, explains which questions I am required BY LAW to answer?

Completing the 2010 form

Can I fill the form out online?

No, not this time. We are experimenting with Internet response options for the future

What if I don't fill in the form?

Many residents who do not complete and return a 2010 Census form will receive a replacement form. If no form is mailed back, residents can expect a personal visit from a census taker some time after March 2010. The census taker will ask you the questions on the form, record your answers and then submit the form for your household. Learn more about the census taker.

What if I make a mistake on the form?

If you checked the wrong box, just draw a line through it and mark the correct box for the question. If the error is in a write-in box, carefully draw a line through the incorrect entry and write the correct information as close as possible to the entry.

What if I lose the form?

If you lost or misplaced your form, call the Telephone Questionnaire Assistance Center at 1-866-872-6868. (If you prefer a Spanish-speaking operator, then dial 1-866-928-2010.) The lines will be open from 8 a.m. to 9 p.m. (your local time) seven days a week from February 25, 2010 through July 31, 2010. For the hearing-impaired, TDD 1-866-783-2010 (during the times noted above).

Do I have to fill the form in?

Yes. Respondents are required by law to answer all questions to the best of their ability.

What if I provide false information?

According to Title 13, Chapter 7, Subtitle 2, anyone who willfully gives an answer that is false could be fined up to $500.

Which law would that be?  I hear that one of the questions is they want your phone number.

I'm guessing "THEY" have your phone number if they want it already.

I would think one of those $20 buck phones with a phone card would suffice as a number, eh?

I wouldn't be surprised if there are some transpositions in the last 4 digits of the phone number.  While the area code and exchange can be determined by the address, the last 4 cannot.

Transpositions are quite common and unintentional.  Be sure to double and triple check your last 4 digits because it would be difficult for them to verify them.

What are you trying to prevent here? Prank calls from Joe Biden? They aleady know where you live. Being coy with the phone number seems rather pointless.

This is the best I could do....the other info was from the FAQ section of the Census website. I'm not advocating what one should/should not do one way or the other. Just trying to honestly answer the OP's question.

Basically, according to the Census Bureau, there are 10 questions (fewest in history, according to them)....

It's up to you to ultimately choose to answer or not.

U.S. Code, Title 13

Sec. 221. Refusal or neglect to answer questions; false answers

(a) Whoever, being over eighteen years of age refuses or willfully neglects, when requested by the Secretary, or by any other authorized officer or employee of the Department of Commerce or bureau or agency thereof acting under the instructions of the Secretary or authorized officer, to answer, to the best of his knowledge, any of the questions on any schedule submitted to him in connection with any census or survey provided for by subchapters I, II, IV, and V of chapter 5 of this title, applying to himself or to the family to which he belongs or is related, or to the farm or farms of which he or his family is the occupant, shall be fined not more than $100.

(b) Whoever, when answering questions described in subsection (a) of this section, and under the conditions or circumstances described in such subsection, willfully gives any answer that is false, shall be fined not more than $500. (c) Notwithstanding any other provision of this title, no person shall be compelled to disclose information relative to his religious beliefs or to membership in a religious body.http://www.megalaw.com/top/census.php

Thanks all,  I read somewhere that the only REQUIRED, i.e. liable to prosecution if not filled out, questions were address and number of residents........but I don't remember where, I'll try again.  MP

Warning about the 2010 Census - Do not become a victim!
2010 Census to Begin

WARNING: 2010 Census Cautions from the Better Business Bureau Be Cautious About Giving Info to Census Workers by Susan Johnson

With the U.S. Census process beginning, the Better Business Bureau
(BBB) advises people to be cooperative, but cautious, so as not to become a victim of fraud or identity theft. The first phase of the 2010 U.S. Census is under way as workers have begun verifying the addresses of households across the country. Eventually, more than 140,000 U.S.. Census workers will count every person in the United States and will gather information about every person living at each address including name, age, gender, race, and other relevant data.

The big question is - how do you tell the difference between a U.S.
Census worker and a con artist? BBB offers the following advice:

** If a U.S. Census worker knocks on your door, they will have a badge, a handheld device, a Census Bureau canvas bag, and a confidentiality notice. Ask to see their identification and their badge before answering their questions. However, you should never invite anyone you don't know into your home.

** Census workers are currently only knocking on doors to verify address information.. Do not give your Social Security number, credit card or banking information to anyone, even if they claim they need it for the U.S. Census.
REMEMBER, NO MATTER WHAT THEY ASK, YOU REALLY ONLY NEED TO TELL THEM HOW MANY PEOPLE LIVE AT YOUR ADDRESS.

While the Census Bureau might ask for basic financial information, such as a salary range, YOU DON'T HAVE TO ANSWER ANYTHING AT ALL ABOUT YOUR FINANCIAL SITUATION. The Census Bureau will not ask for Social Security, bank account, or credit card numbers, nor will employees solicit donations. Any one asking for that information is NOT with the Census Bureau.

AND REMEMBER, THE CENSUS BUREAU HAS DECIDED NOT TO WORK WITH ACORN ON GATHERING THIS INFORMATION.. No Acorn worker should approach you saying he/she is with the Census Bureau.

Eventually, Census workers may contact you by telephone, mail, or in person at home. However, the Census Bureau will not contact you by Email, so be on the lookout for Email scams impersonating the Census.

Never click on a link or open any attachments in an Email that are supposedly from the U.S. Census Bureau.

For more advice on avoiding identity theft and fraud, visit www.bbb.org

PLEASE SHARE THIS INFO WITH YOUR FAMILY AND FRIENDS.

I clicked the link on the .gov site, 10 questions, no big deal, not even annual income or other "prying" questions....

I'm probably already on the "right-wing, Bible & Gun Clinger's List" and maybe a couple more, knowing Capt. Clueless Eric Holder and the other thugs in D.C.

Haven't seen any fly-by's of Black Helicopters yet....

With the new Mind Cloaking device, you cannot see them while not wearing a helmet made of aluminum foil.  I have see the pictures of that idiot with the tin foil hat.  It is absurd.  Those little 'horns' are useless, both as a device to dissipate the broadcasts to control you like little lightning rods, and as amplifiers of your own thought projections.  Save your foil.

Thanks, Bic...I had read that somewhere but couldn't remember where....

Also from the FAQ:

How do I know the form I received isn't counterfeit?

Any request for census information from the Census Bureau will be clearly identified as coming from the U.S. Census Bureau and as OFFICIAL BUSINESS of the United States. Before your household receives a mailed form, a phone call or a visit from the Census Bureau, you will be given a few days’ notice with a letter from the Census Bureau Director.

I filled out and returned the form but a census taker visited my home anyway.

Quality checks are used to assure our procedures are working and that our staff is doing the job they were assigned to do. These checks require that some households be visited more than once. Additionally, if you returned your form late, your response might not be logged before a census taker is sent out.

Why does the census taker visit my home more than once?

Census takers visit local homes up to three times to record resident information for 2010 Census. The census taker leaves a door hanger, featuring a phone number, each time, if the residents they're trying to reach aren't home. Residents can then call the number to schedule the visit. In addition, quality checks to ensure that census procedures are working and census staff is doing their job will require that some households be visited more than once.

My census form had just a few questions:

1.  How many guns do you own?

2.  What brands, models and calibers/guages are they?

3.  Do you store them at home - if not where?

4.  If stored at home where are they stored and what is the safe combination?

I didn't think anything of it until I saw the return address as northwestern Iowa  >:(

Damn You Tom!!!  You will have to wait for my estate sale just like everyone else!

If you haven't read it, Michelle has a great article on the waste in the census bureau.

http://michellemalkin.com/2010/02/05/the-super-sized-census-boondoggle/ (http://michellemalkin.com/2010/02/05/the-super-sized-census-boondoggle/)

Also, for those not on top of it, this "round" of census is the "short form" questionaire sent to everybody.  Over the next 10 years you will be getting along form, more intrusive questionaire.   They just aren't doing it all in one year.   That way the basically are talking a "sample" every year and can track certain trends.

You are required to fill out the long form, by law, as completely and honestly as the short one.

I don't know about anyone else, but with spending out of control like it is and with the economy and unemployment like they are, I'm angry that they spent 2.5 million of tax payer money to run an ad about the 2010 Census during the Superbowl.

I would like to retell an incident with the Census about thirty years ago.  My wife and I owned a commercial building
in a small NW pa town.  She had a business downstairs and we lived in an small apartment upstairs.  There was another
apartment, which was vacant.
We got two forms to fill out.  One was a short form, and the other was very long and involved.  I filled out the short form and sent it in.  About 2 to 4 weeks after, a census taker appeared at the door and wanted to know why the other form had not been filled out.  I told them that no one was residing in the other apartment( the tenant had passed away several months ago) and it was vacant.  They said they neded the information, I refused and said I already had filled out one form.
Thsi went on for several weeks, until a Supervisor came and tried to coerce me into giving the required information.
I think the detailed information had to do with the physical facilities of the vacant apartment and the building.  I replied that anything they needed was at the County Courthouse.
They finally gave up, no repercussions that I know of.   ;)

It would be fun, if for no other purpose than to see the look on their face.   ;D
