At least he properly salutes the flag during the National Anthem!!!!
I guess if your the President (and the USSS in the corner) you don't have to.

Since the Vice President has NO role in the US Military I'm not sure it is protocol for him to salute the flag or a military unit until such time that the VP was serving as the President.  I don't think Joe was in the military.  As a result he is a civilian.  Civilians salute the flag by placing their right hand with palm open and fingers together over their heart.

I think what he did in the picture is correct etiquette and protocol for a civilian VP.

He was never in the Service, He is not in the Chain of Command, and he is not "Under arm's" (Wearing a hat for the Civ's )
So He is doing the "Right" thing .
And as the only Civilian he is a bigger sore thumb than if he were screwing up  ;D
(We might be underestimating Joe "Quayle" )
Secret Service is working, requiring them to salute the Flag would produce a predictable time when everyone's hands would be about as far from their weapons as possible, that would be a vulnerability.

I understand that it's a joke Headline, and I did laugh, but I'm commenting just on the photo which I assume is real.
Joe may find himself facing RE Lee's question ?

I understand it is a joke too...but some of the salutes by the troops look a bit sloppy...particularly the soldier to Greasy's right (left of him in the picture)

Are these US Troops?  Unusual mix of Salute Form there.
