3 or 4 Brigades are not much when compared to the population of any of our major cities. That MIGHT be enough to control Rhode Island but that's about it.
Rumors and unidentified sources don't impress me, but keep us informed if you find any reliable verification.

We have been doing multi-national excersizes here for decades. Red Flag in NV has had Eastern European aircraft along with our allies in the Empire (UK,NZ,Oz) for years. The Germany AF has a permenant base as part of Holloman AFB in NM.
We go overseas for excersizes in battalion/brigade strength too. Do the host nations consider us an invading army? (ok, some elements might) We have annual missions in Korea, Thialand, and all over Europe.

I know the Luftwaffe (not Lufthansa) has a small compound/warehouse at Dulles Airport. Most used for training/procurement/temporary quarters stuff, but it's not something you see everyday in the US. German flag with German soldiers guarding the gate.

You have to bear in mind that the only European country with enough space to put in the type of training areas we have,
"Full range for almost every weapon in the inventory", Was the Soviet Union and they lost a lot of that when it broke up.
And No, those Europeans that I saw did not consider us an "invasion", more like money in the bank.
