Let me restate the question in a better way. I am not a novice shooter. I have been shooting since I was six years old and I am 40 now. I had a collection of rifles, shotguns, and handguns before I purchased my first house four years ago. Many of the rifles and shotguns were these so-called evil black type. ARs, AKs, Galils, Aug, uzi to name some.
So here is the question what type of Black rifle or semi automatic would you purchase before the end of the year?? I can only get one because of financial issues. (Had to replace my roof in December. I am $5,400 in the poor house now)
I am sure everyone on this board knows that the Democrats are going to take over fully that includes Hillary in the White House. Called God did I just say that. Bush has screwed up so much in the past seven years that people are going to go the other way and put a socialist in power. :'(
So what kind of ban do you think that the politicians will implement first? The assault weapons ban will be reinstated and this time the second one will be much worse than the first. I'd do not think that the new ban will require you to turn them in.
(How many people do you think would comply with that? That is another question for a different discussion)
So what kind of rifle would you want if you can only buy one in the semi auto category? An M4, an HK, Sig 556, an AK?

AK Many mags lots of ammo

I second tombogan on that, in fact I just ordered some AK mags today even though my AK is still being built. I expect of have it in a couple of weeks

Take over fully? I do not think so. And I certainly believe that Hillary is destroying herself in trying to stomp down her closest opposition.
Buy the rifle.
Vote. Campaign against the dummycrats. Push the need to do what's right for our country, not sell it out into some nanny-state.
I'd go with a full 18-20" AR. The short barrel has only proven disasterous in serious fighting applications. You want range and power, and that requires a substantial barrel, not an abbreviated M4gery.

I Disagree with Dougdubya, but only because I've got a .30 cal prejudice

Part of me says go for the 'evilest' black rifle out there... And part of me says find a KelTec/Bersa/Other bargain gun that you like and buy as many as you can afford, lest we ever find ourselves as regulated as we sometimes fear... They're never quite 'disposable', but you get the idea.

So do I, but I didn't want to hijack this thread on "stupid use of M-4's when we need rifles in the sandbox." ;)

Buy multiple AR stripped lowers and then assemble at your leisure. That and magazines.
The lowers are $100-130 each and new Magpul mags are $14.95 or so, GI around $10.

Unfortunately, because you stated you were cash poor, my real answer for anyone else is to buy a 50 BMG, even if just an action of some sort. It looks rather inevitable at the moment that a Commiecrat will be POTUS and will have a Dem Congress. You can kiss the 50's goodbye, and the media hit pieces that have run about them (50 cals) in the past, will turn into a constant stream of hit pieces crying about 'no legitimate reason to shoot @ something farther than than 400 yards away' , the 50 cals turning criminals into killing machines able to destroy police Depts. with a single shot, they are guns military snipers used, etc., etc,. Of course the spineless RINOs will go along with them, and it will be a "beautiful sign of bipartisan ship @ its best" to the media.
For you, I would venture something foreign made, as these would probably get a lot harder after the Commiecrats reinstitute the AWB next year. What form it will take is hard to predict , but you can bet that they will target foreign stuff first, as it will be politically the easiest. So probably some sort of AK, SKS, or the CZ rifle.

Buy anything and everything in high capacity that you can as far as handguns. You should also stock up on high capacity magazines for your existing inventory of handguns. In the rifle category, you might want to pick up an AR, an AK or an SKS before they disappear from the landscape. If you can find a decent SKS surplus, take your time cleaning all the cosmoline off and then visit TAPCO online or order their catalog and outfit your rifle with an adjustable pistol-grip stock to make it more functional with lights, optics. etc. I used to think we'd have a year or so after January '09 before the DemTrain built up a head of steam. But lately I've become more convinced that we'll see a flood of executive orders on January 21st and we'll be in a fight to protect our God given rights immediately.
Personally, I've been on a gun-a-month plan. It'll take some time to replace the money I'm going through in savings, but at least I've got the high-cap Para .45 I've been wanting and a few bucks went to the NRA via Para's donation. I'm adding a Springfield EMP (never thought I'd own a 9mm), and I'll probably add one of Ruger's new SR9's unless they tell me a SHOT in a couple of weeks that I'll be seeing the SR40 soon. Once I get the high cap guns added to my gun safe, I'll spend early 2009 adding some Dillon Precision reloading equipment to my gun shed. I figure I'll get a 1050 and set it up full time for .45 and probably another to split time between .38 and .40. If there's any money left and I still have a wife, I'll add a 1050 for .223 and another 1050 or 550 for 7.62/30.06/.308. As far as rifles, I'll be adding an Armalite AR-10 and a Springfield SOCOM to the gun collection for July and August.
This probably isn't the time for the esoteric/eclectic calibers. You'll want some reliable, easily obtainable calibers. I'd also recommend that you read every last word that Jeff Cooper ever wrote and start getting your mind right to stand with your fellow gun-owners against the coming storm.
