That is a might big voting block who will support increased Gov. spending and the politicians who work to that end.

As a principle, I have always been aligned with a representative republic, with legislators representing the will of the people in their district. A foundation of that is letting the voice of the constituents be heard in multiple ways, but especially at the voting booth.
That said, I've seen a theory that says that people who do not pay any taxes and receive handouts from the government should not be allowed to vote. While it turns my stomach to think that we would restrict someone's ability to be heard, you start fast forwarding to think when you have a large block of people who are not investing in the country, only taking handouts, they will continue to vote themselves more handouts.
Like an unrestrained teenager with Daddy's credit card. If they are not responsible for paying it off and are given no limits, they will always vote to spend more. The end result is bankruptcy.
Europe is already in this model...they are the classic frog being slowly boiled. I believe between income tax and VAT tax the tax rate runs ~70% (UK) all the way up to 85% (Sweden). Think about that...85% of your income GONE to pay for other people.

If the government handouts are gone and the folks who administer those hand outs are off the payroll, and government is cut back to the functions for which it was given responsibility in the Constitution, we will have a very small percentage of the population working for the government.
Their voting block will be small and will not, itself, be able to propagate government growth.
Might be interesting to come up with a reasonable amount for a office holder to fund their function. Out of that amount comes all staff wages, office expenses and their own salary. If they didn't do the job within budget, the voters would remove them.

Its representation without taxation

I'm with you KPR, while I don't agree with restricting peoples rights, but people who don't contribute shouldn't be able to shape the destiny of the country.
-
That still leaves 53% of the workforce working for the Gov. and paying taxes.
That would mean they can vote to support increases to the government budget and their wages.
Get rid of the hand outs and the reduce the size of Gov. and we wont need to make restrictive voting rules.

Problem is, until you cut off the leaches, you'll never stop the blood loss. >:(
