I'm not understanding completely.

This isn't  "target" shooting.   This is "sign" shooting.

If they don't want people to shoot the sign, then it should read:

"Don't shoot the sign"

But then why put the sign there in the first place?   Duh!







 Oh, I get it.  Make jobs.   I'll be glad to do my part.  Where's the sign?

People may not think about it but they're probably shooting at an upward angle. No telling who or what they'll hit.
