The Gun Control Act of 1968 (GCA) generally prohibits the importation of firearms into the
United States. 1 However, pursuant to 18 U.S.C. § 925(d), the GCA creates four narrow
categories of firearms that the Attorney General must authorize for importation. Under one such
category, subsection 925(d)(3), the Attorney General shall approve applications for importation
when the firearms are generally recognized as particularly suitable for or readily adaptable to
sporting purposes (the “sporting purposes test”).

Firearm Features
In reviewing the shotguns used for those activities classified as sporting purposes, the working
group examined State hunting laws, rules, and guidelines for shooting competitions and shooting
organizations; industry advertisements and literature; scholarly and historical publications; and
statistics on participation in the respective shooting sports. Following this review, the working
group determined that certain shotgun features are not particularly suitable or readily adaptable
for sporting purposes. These features include:
(1) Folding, telescoping, or collapsible stocks;
(2) bayonet lugs;
(3) flash suppressors;
(4) magazines over 5 rounds, or a drum magazine;
(5) grenade-launcher mounts;
(6) integrated rail systems (other than on top of the receiver or barrel);
(7) light enhancing devices;
(8) excessive weight (greater than 10 pounds for 12 gauge or smaller);
(9) excessive bulk (greater than 3 inches in width and/or greater than 4 inches in depth);
(10) forward pistol grips or other protruding parts designed or used for gripping the
shotgun with the shooter’s extended hand.
Although the features listed above do not represent an exhaustive list of possible shotgun
features, designs or characteristics, the working group determined that shotguns with any one of
these features are most appropriate for military or law enforcement use. Therefore, shotguns
containing any of these features are not particularly suitable for nor readily adaptable to
generally recognized sporting purposes such as hunting, trap, sporting clay, and skeet shooting.

So does that stop the importation of the Saiga (which is gonna piss off the guy on Sons of Guns)? Or does that mean it is to be completely banned regardless of where it's made? 'Cause if it's the former I see an opportunity for an American company to step in and fill the void.
And is it properly pronounced "Sāga" or "Sīga"?

If the constitution is a "living" document, why aren't the rest of their rules? ???
3-gun is just as sporting as skeet.

It's Saiga with a long a.....Remember, AG Holder is the decider, as BHO will remain with plausible deniability. Being moderate and all for re-election. What about Benelli Nova Tactical? and others?

Yep! And that's a problem why? I don't know what sot of flaccid A-holes let those weasel words in, but there they are, law of the land. A president can interpret them as he will. Nothing to stop him. Its a perfect out for BO. He can say to the antis "look I've stopped the importation of foriegn assault weapons and "clips" (maybe including Glock mags, the real culprit in Tuscon ::)) and not have to do a damn thing. Congress would have to revisit the '68 act and even W with a GOP majority in both houses didn't. The Court won'yt touch it either as they give great deference to the President on matters of international affairs, including trade. So, my bet is that if you want com bloc AK mags buy now. Its a way to shut up the left without ever having to go to Congress or worry about the Court. Likewise, he can throw money at the background check database and no one will bitch too loudly. It still ignores the fact that SD is a legitimate purpose for owning a gun. Heller affimed that. I am not shy about saying that I have never owned, and never intend to own, a hand gun for a sporting purpose. They are all about SD and nothing else. You want sporting? Look at my rifles and shotguns, they are for sporting purposes. But the fact remains, SD is as good a reason to own a gun as anything else.

That's what happens when you compromise on God given Constitutionally recognized rights. All democrats and "moderate" Republicans deserve this crap.
"Shall not be infringed" means just that. Anything else is just a sell out.

Same question applies to AKs. Suppose they follow the letter of the law. AKs should still be Kosher assuming they meet the domestic parts test. Com bloc mags may be out, but does that apply to Tapcos? Maybe this will lead to a US company getting to buy the license to produce a US AK (maybe Ruger, I'm sure Bill would love it, here's a scout rifle for you ;D).

Do they have the full license or just for parts? Granted I'm not keen on dropping 7 bills on an AK, but I would be curious to see what one made in a US plant with CNC technology could do. It would be very interesting to see how the basic design, if well built would compare with a $350 Wasser.

Read the current issue of American Rifleman. Chris Cox writes after a FOIA request from the ATF, the gun control advocates are strategically planning to BYPASS Congress.
Which the ATF has done as recently as last year. May 2010, Bypassed a 1969 Court ruling allowing temporary transfer to businesses i.e sending a pistol to Guns & Ammo etc,... et al, for a pistol review/test. Now a 4473 and bg check is required.
The Nat. Firearms Trade & Collectors Assoc. were targeted when ATF wanted to change "small arms ammo" parameters. It would've created any caliber over 50 cal,. to be treated as "explosive", requiring an expensive and lengthy permitting process for big game hunters and shooters. Like .600 Nitro.
Thankfully the Safari Club, NRA met with ATF, and backed them down.
Hillary Clinton revoked permission of over 800,000 M1 Carbines & Garands from S. Korea. A description of the goose chase for an explanation is still ongoing.
There is, thankfully folks like us that contact our Congresscritters, and there is pending legislation to strip the State Dept. of such authority.
Plenty of executive/admin.bureaucratic "loopholes" to help the anti's get crap through. Without CONGRESS.
