Not a bad plan.   

My only regret is that I did not see that opportunity immediately......it seems right down my alley.

Great Idea!  However, the monument would have been built with a 10 megaton warhead inside it.  On the big day, have a  drone fly over to film the festiviites and then have a designated 9/11 family member push the "Reset" button.

No blast or destruction of the site. 

Maybe an underground electrical grid all around it. 

When the crowd has gathered, just flip the switch and when the twitching stops, shut it off and clean up for next years pilgrimage.

Charge for 5 days minimum.   One day before the ceremony, the day of the ceremony, and 3 days of fun and frolic after.

Haven't even explored possible concession opportunities...

Ya know, that might be a good place to store all of our spend nuclear fuel rods as well.  Kind of a human roach motel - "roaches check in but they don't check out."
