I posted the audio mentioned below a while back. 

PHILADELPHIA (AP) — A man charged with disorderly conduct after posting audio of three police stops involving his openly carried weapon has sued Philadelphia police.

Mark Fiorino calls his arrest "vindictive prosecution" after he embarrassed police by posting audio of the profanity-laced police stops.

The suburban Philadelphia IT worker was later cleared of disorderly conduct and reckless endangerment charges.

The American Civil Liberties Union is backing the federal suit. ACLU lawyers call Fiorino an avid gun rights supporter.

The lawsuit filed Tuesday says city police failed to train officers that citizens can openly carry weapons with the proper permit.

Fiorino says the officers who stopped and detained him on three occasions told him it was illegal to carry a weapon in plain sight in Philadelphia.

He is seeking unspecified damages.

Haz, you need a PA License to Carry Firearms to open carry in Philly or in your car.  Otherwise, no permission is needed in PA for open carry.

So Philly has decided that you need a CCW to open carry in Philly.  An act that is legal in the rest of the state without permit.  Does the PA law allow local dictators this power?

That's state law.  It doesn't specify Phillthy, but "cities of the first class" in the law.  If Pittsburgh were to grow to a population over 1 million, the statute would kick in there, also.

Makes sense to me.  999,999 people have no problems getting along or staying civil, but the next two are sure to be bad apples who will go on a rampage and slaughter vast numbers of citizens.

Not to worry about Philly.  It probably won't be a first class city much longer.   ;)

From what I've heard about Philly it hasn't been a "first class city" since the Quaker's and yellow fever left.
