The proposal contains a mix of executive actions, regulations, and calls for Congress to act legislatively. The total package will cost at least $4.5 billion in new spending.

Since all fed spending is initiated in the House Appropriations Comm. it would be a wise move if (House Republicans), they grew a pair and denied additional funding to any Dept. that needs to be utilized to enforce Exec. Orders.
We'll see.
