I don't expect anything has changed since the last time I looked, but can one go to D.C. with a concealed firearm and "not" expect to go to jail??
(The wife has to go to a conference there.. Just checking.. :( )

Not just like any other hostile area. Washington D.C. is a war zone. Actually two war zones: One on the streets, and one against the freedoms our Founding Fathers attempted to protect for us. You have better luck carrying in Chicago or New York City than ANYWHERE in Washington D.C.

A fired, empty case can land you in jail so I'm guessing....NO!!!

I believe that in DC you can be arrested for having empty brass or shotshell.
Thought I don't find any recent reference to that since 2013, so maybe they've relaxed the law a bit, but I wouldn't bet on it.
