California controller to suspend tax refunds, welfare checks

John Chiang announces that his office will suspend $3.7 billion in payments owed to Californians starting Feb. 1, as a result of the state's cash crisis. Student grants are also affected.

Reporting from Sacramento -- State Controller John Chiang announced today that his office would suspend tax refunds, welfare checks, student grants and other payments owed to Californians starting Feb. 1, as a result of the state's cash crisis.

Chiang said he had no choice but to stop making some $3.7 billion in payments in the absence of action by the governor and lawmakers to close the state's nearly $42-billion budget deficit. More than half of those payments are tax refunds.

The controller said the suspended payments could be rolled into IOUs if California still lacked sufficient cash to pay its bills come March or April.

"I take this action with great reluctance," Chiang said at a news conference in his office. But he said that without action to close the deficit, "there is no way to make it through February unscathed."

The payments to be frozen include nearly $2 billion in tax refunds; $300 million in cash grants for needy families and the aged, blind and disabled; and $13 million in grants for college students.

I'd take them to small claims court, or garnish the states tax revenue as their Child support system did to me, 3/4 off the top.

Her and Arnie an Fienstien should wave their wages, or hold a benefit concert, all those people in hollywood wanted all this crap in the budget, they should help pay for it.


I must be into the medical marijuana  :(  They have TAX SHELTERS, paying is what they keep the little people around for.

And why do these hippies think that capitalism is bad and socialism works?  You know how they play off every socialism induced economic meltdown, "well if we had just had a few more billion dollars, the system would have worked."

It depressing to think that so many Americans out there think this works and is the answer. :'(

Just cause you shoot yourself in the foot, doesn't mean you have to jump off a cliff.

How on God's green earth does a state (not the Feds, a state!) develop a "nearly $42-billion budget deficit"? That is a $42 BILLION Deficit!. Not the budget - the damn deficit - the difference between income and outgo.

Every state-level politician should be sent to prison immediately, do not pass go, do not collect $200 dollars, just do the perp walk.

Unreal. Well, ND has (had?) a budget surplus the past 5-6 years $1 billion surplus) due to the oil and gas reserves they've been working. With the price of oil dropped, we may end up the same way.

its very simple, we have laws on the books that say we must increase spending ever year... rather we have the money or not... its for the children after all.   Half of the state gets paid by the state in one form or another... that is the real reason.

Lessons NEVER learned, States that are of a Democrat majority, are in the worst shape!!!

Louisiana has been a liberal state for generations, as Rush Limbaugh pointed out after Katrina, they should have been a Nirvana.

Entitlements, social welfare, socialistic agendas FAIL!. Mass. NJ, Kalifornia, NY, etc,...

Mississippi and Alabama didn't get a 1/4 of the coverage after Katrina that La did, Why? Hammers and saws and nails and NON libs.

Don't hear much about Galveston TX anymore do you? Cause they work and rebuild, not wait for the Gov't to hand out free stuff.

How did those prepaid debit cards work in La?

Sorry,,... Rant off.. Just the people that elected BHO are the sheep being led to the chop house, and they don't see what is really coming down the pike.

Can I use the IOUs to pay state withholding and taxes?   What a hoot as the IOUs circle back around.

Will a trading market in CA IOUs develop?    What would they be worth today?  10cent/$1? 

But then surely CA has strict laws about trading in "securities".   My defense would be these are NOT "securities" but "insecurities".

Does CA have an advalorum (sp) tax on intangible properties?   Do these count?  Can I pay with an IOU?

May be "ramblings" but I would be very interested in hearing the answers to your questions. I bet that goes double for people who actually understand and engage in that type of investment trading.

Good questions.
As far as the tax part goes, they have no problem charging YOU interest and penalties if YOU are late in paying taxes. THEY should have to do the same if THEY are late.

last time they did this they did pay intrest.

Speaking with my mother( who was a lead auditor for FTB, which is CAs IRS), she said the only way you can get a state refund is if you over payed.
