Bill calls for tracking of large-capacity weapon magazines

SACRAMENTO — Ammunition magazines with a capacity of 10 rounds or more — the kind that Oakland parolee Lovelle Mixon used to kill two of four police officers — would fall under a stricter tracking system under legislation proposed Wednesday by two East Bay lawmakers.
Law enforcement officials currently have few tools to keep the dangerous ammunition devices out of the hands of criminals, said Sen. Loni Hancock, D-Berkeley, the author of the bill.
"This horrible tragedy will pinpoint for us some of the holes in our gun laws," said Hancock, a member of the Senate Public Safety Committee. "There are a number of lessons from this, and I'm prepared to learn them all. We may need to have a hearing on the status of gun control. I'm very committed to looking at this."
Assault weapons have been banned in California since 1999, and owners who possessed them before the ban are required to register their weapons. But large-capacity magazines are not required to be registered — because it was previously impossible to stamp serial numbers on them. Technology is now available to imprint serials on the magazines and enable law enforcement to track them through a registration system, Hancock said.
Mixon set off one of the deadliest police shootings in California history after he shot two officers with a handgun shortly after being pulled over Saturday in what had been described as a routine traffic stop.
Mixon fled to his sister's apartment and shot two more officers — this time with an assault weapon — before being tracked down and killed in an exchange of gunfire.
All told, five officers were shot. One was not seriously hurt, but four were killed.
The large-capacity magazines make firearms — particularly assault weapons — that much more of a threat because of the ability of shooters to fire more than 10 rounds without reloading.
"At a time like this, it's important to find out what's not working," said Assemblyman Sandre Swanson, D-Oakland, a co-author of the legislation. "This could be the beginning of a new era of urban conflict. It's an important warning sign to prepare ourselves for future conflicts that could expose officers and our community to extreme dangers. It's very sobering. We have a clear responsibility to start taking action."
The officers' slayings have also fueled debate on issues such as flaws in the state's parole system. U.S. Sen. Diane Feinstein, D-Calif., has also said that Congress needs to reopen the debate on the assault weapon ban, which President George W. Bush allowed to lapse.

1994 AWB.....They're still considered such in MA....
They don't keep track but you can't buy them anymore. You CAN keep any you had in the state prior to 1994.....my daughters P228 has 13 rounders...

Sound like good souveniers from a road trip to me. After all as the Rep. was kind enough to point out they don't have serial numbers. Not everythig has to stay in Vegas; the clap, visa bills, and now CLIPs for your ASSAULT WEAPON can all follow you home. ;D

Sound like good souveniers from a road trip to me. After all as the Rep. was kind enough to point out they don't have serial numbers. Not everythig has to stay in Vegas; the clap, visa bills, and now CLIPs for your ASSAULT WEAPON can all follow you home. ;D

Hope the anti-gunners don't get the idea to start serializing hi-cap magazines. They are already too expensive.

Only LEOs can buy 10+ round mags in CA... so you would be tracking mags of LEOs... Another one of those..
No need to see what laws are on the books... lets just pass something to make it look like we are protecting the public/ LEOs.
FWIW. I don't beleave LEOs are any diffrent then Non LEOs and should be treated the same... but since they are not, I fully support any means to make it harder for LEOs to get things us civis can't.

Damn straigh! I really do wish the major gun companies would get toghther and refuse to sell LE anything unavailable to the civilian market in their state/city (full-auto excepted). That would get their undivided attention pretty damn sharpish. Honestly, its one of those areas where my libertarian ideology breaks down on the shoals of reality. Long term its the rational thing to do, but short term any defector, Glock, Sig etc, will get a ton of business and the whole thing will die. Still a good tight cartel could do far more for us than any number of pro-gun pols. Here's hoping the NRA is listening.

So Mixon is on parole after serving 5 years for assult with a firearm, a felony. Mixon is wanted on a parole violation. Mixon is a convicted felon and prohibited from possessing a firearm. These actions are illegal, but the bad guy ia a bad guy and doesn't abide by the law. All the gun laws on the books already didn't prevent the bad guy from being a bad guy, and further breaking the law, but the moronic antis believe that passing more laws to restrict law abiding citizens will stop what? As Holder said, never let a crisis go wasted or something like that.

twyacht. Just got a chance to check out the videos with magazine changes with a air rifle and pistol. Those guys are really fast. Very impressive in a controlled environment. Would be interesting to see how well they would do with rounds flying past their heads and buddies dropping left and right from enemy fire. ???

Very True. I think for us "non-criminals", at least the "practice, practice, practice" is a huge benefit. The vids show the "physical mechanics" being done very quickly after ALOT of practice. The SWAT team that took out the parolee, practice and train relentlessly. They will learn from this encounter, and train some more.
FWIW, (I think the pistol guy needs more of a life since speedloading is something he has spent WAY too much time on.)
If the SHTF, shooting situation, adrenaline, SD, even casualties, the mind, as the master weapon, must control the body.
Hard to say. IMHO, I've never been in combat, but do practice and train ALOT. All I can do is condition my "mind" not to let my body down if and when I need it.
