Proposed assault weapons ban in committee
Dave Cohen Reporting
Louisiana House Health and Welfare Committee members are scheduled to consider a statewide ban on assault weapons today.
New Orleans Representative Cedric Richmond sponsors the measure. Similar bills have failed each of the past two years.
This year, Richmond says, his bill is more specific.
"I went in this year and listed 11 weapons that my police chief has talked about as being the most serious threat to public safety," Richmond told the WWL State Capitol Bureau. "I hunt and I fish. I have a rifle and I have a handgun, but I don't need an AK-47. I can't go buy a bazooka, so why should I be able to go buy and AK-47. I think we are just taking it too far."
Richmond says his bill this year contains language to outlaw specific models of semiautomatic weapons that he says are designed only to kill
human beings.
The National Rifle Association's Alexa Fritts says they oppose Richmond's bill. She says the federal assault weapons ban was allowed to expire in 2004 because it basically made no measurable difference.
"There's not a single study... that shows that banning so-called assault weapons has any effect on crime," Fritts said. "Criminals don't pay attention to the laws. By definition, they don't follow the laws. So... a law like this would affect law abiding citizens."

Cedric, go back and continue to screw up New Orleans and leave the rest of the state alone! Your Police Chief was the idiot that illegally confiscated weapons after Katrina and whose department abandoned the city or stayed to HELP the looters!

It is all a waste of time for many reasons......
1. Local municipalities can not make their own gun laws.
2. Jindal will never sign it.

A: In order to maintain a well armed militia....

In my reading of the 2nd you SHOULD be able to buy a bazooka, or SAW or anything else available to law enforcement.
The second was written expressly to prevent the law to be able to outgun civilians.

Why do I need an "assault weapon?" Answer: You don't. You don't need an "assault weapon" any more than you need the right to speak freely, or the right to vote, or the right to drive whatever car you want, or the right to eat at whatever restaurant you want, or the right to protection from unreasonable search and seizure. If the government says you can only eat at one restaurant, can only drive mopeds, can not vote and can not speak without permission and can not ever speak against the government, and if the government can search your house anytime they want to... you won't die. None of those are NEEDS.
Then, ask how much they like their first amendment or fourth amendment rights? Tell them you like your second, and that the concept of freedom is not based on need- that would be communism. Freedom is based on being able to indulge in individual desires without repercussion. And also tell them that the constitution is a set of pillars upon which our republic is based... take down one pillar and you weaken the whole structure, so much so that other pillars may fall as well... or all of it could fall.

"Our Founding Fathers, having endured the tyranny of the British Empire, wanted to guarantee our God-given liberties. They devised our three branches of government and our system of checks and balances. But they were still concerned that the system could fail, and that we might someday face a new tyranny from our own government. They wanted us to be able to defend ourselves, and that's why they gave us the Second Amendment."

UPDATE: Bill is dead.....

House panel kills bill to ban semi-automatic weapons
by Ed Anderson,The Times-Picayune

BATON ROUGE -- Legislation designed to impose a statewide ban on semi-automatic weapons was killed 10-2 by the House Committee on the Administration of Criminal Justice today.
House Bill 387 by Rep. Cedric Richmond, D-New Orleans, is dead for the session unless he can amend it on to another bill or get the full House to order the panel send it the bill.
Richmond said his fallback position will be to ask the New Orleans City Council to adopt a local ban on automatic weapons.
Richmond said under recent court rulings, cities can enact their own ban on the automatic weapons that he called "tools of mayhem.''
The bill originally sought to ban all automatic weapons as of Jan. 1 or require those who have them to register with the state. Before it was killed, Richmond tried to salvage it by amending the measure to make it applicable just to AK-47s, which he said give the New Orleans Police Department and the Jefferson Parish Sheriff's Office problems.
"I am going after one gun,'' he said. "I don't want to infringe on the Second Amendment'' right to bear arms, he said.
NOPD Deputy Superintendent Bruce Adams testified that the guns Richmond wants to ban are "killing machines designed for killing human beings," not for sport use.
Lobbyists for the guns-rights organization, the National Rifle Association, testified that if the bill passes, the state will be embarking on "a slippery slope'' of which weapons people can own and which ones are banned.
