CNSNews.com) -- The National Institute of Alcohol Abuse and Alcoholism (NIAA), a part of the National Institutes of Health (NIH), will pay $2.6 million in U.S. tax dollars to train Chinese prostitutes to drink responsibly on the job.
Dr. Xiaoming Li, the researcher conducting the program, is director of the Prevention Research Center at Wayne State University School of Medicine in Detroit.
The grant, made last November, refers to prostitutes as "female sex workers"--or FSW--and their handlers as "gatekeepers."
"Previous studies in Asia and Africa and our own data from FSWs [female sex workers] in China suggest that the social norms and institutional policy within commercial sex venues as well as agents overseeing the FSWs (i.e., the 'gatekeepers', defined as persons who manage the establishments and/or sex workers) are potentially of great importance in influencing alcohol use and sexual behavior among establishment-based FSWs," says the NIH grant abstract submitted by Dr. Li.
"Therefore, in this application, we propose to develop, implement, and evaluate a venue-based alcohol use and HIV risk reduction intervention focusing on both environmental and individual factors among venue-based FSWs in China," says the abstract.
The research will take place in the southern Chinese province of Guangxi.
Guangxi is ranked third in HIV rate among Chna's provinces--and is a place where the sex business is pervasive, Li said.
“The purpose of the project is to try and develop an intervention program targeting HIV risk and alcohol use,” Li told CNSNews.com. “So basically, it’s an alcohol and HIV risk reduction intervention project."
The researcher outlined three components of the intervention program in the abstract for the project:
“(1) gatekeeper training with a focus on changing or enhancing the protective social norms and policy/practice at the establishment level; (2) FSW (female sex workers) training with a focus on the acquisition of communication skills (negotiating, limit setting) and behavioral skills (e.g., condom use skills, consistent condom use); and (3) semi-annual boosters to reinforce both social norms within establishments and individual skills,” wrote Li.
The doctor said the heart of the study involves “a community-based cluster randomized controlled trial among 100 commercial sex venues in Beihai, a costal tourist city in Guangxi.”
"We anticipate that the venue-based intervention program will be culturally appropriate, feasible, effective and sustainable in alcohol use and sexual risk reduction among FSWs," says the NIH grant abstract.
Li said his study is being done in China rather than the U.S. because prostitution occurs with alcohol use in the United States like it does in China, Americans will be able to benefit from the project’s findings.
“We want to get some understanding of the fundamental role of alcohol use and HIV risk,” he said. “We use the population in China as our targeted population to look at the basic issues. I think the findings will benefit the American people, too.”
Li said minimal research has been conducted on the link between alcohol use and prostitution as it relates to HIV.
“Alcohol has been a part of the commerce of sex for many, many years. Unfortunately, both global-wise (and) in the United States, very few researchers are looking at the complex issue of the inter play between alcohol and the commerce of sex,” he told CNSNews.com.
The grant is one of several “international initiatives” sponsored by the National Institutes of Health.
Ralph Hingson, director of epidemiology and prevention research at NIAA, told CNSNews.com, “There are many Americans who travel to China each year and they should be made aware of the HIV problem.”
Hingson said that Americans will be able to apply the studies findings to the American situation because 1.2 million Americans are currently living with HIV.
Li’s research includes exploration, development, implementation and evaluation. Currently, the project stands at the exploration stage, which the doctor expects to last 18 months.
“The first phase is kind of an exploratory study just trying to get a good understanding of the phenomena in the population of female sex workers in China. The second phase is the program development,” the professor told CNSNews.com.
Phase two will be based on the first year of the study and on “field observations,” he added. The third phase will be the implementation and evaluation of the program.
“Prostitution is illegal in China but it exists in China," Li told CNSNews.com, “but the Chinese government and the society’s attitude towards prostitution is complicated.”
According to Li, there may be as many as 10 million female prostitutes in China with the majority raging from teenagers to those in their 20s.
“We see a lot of governmental initiatives in China, like 100 percent condom distribution promotion programs, so they deliver condoms in those (prostitution) venues," he added.
“The global literature indicates an important role of alcohol use in facilitating HIV/AIDS transmission risk in commercial sex venues where elevated alcohol use/abuse and sexual risk behaviors frequently co-occur,” Li wrote when introducing the project last November.
"We expect that the intervention will improve protective normative beliefs and institutional support regarding alcohol use and HIV protection,” he added.
The NIH proposal hypothesizes that the program will decrease "problem drinking and alcohol-related sexual risk" among prostitutes that participate.
"We hypothesize that the venue-based intervention will change and enhance the protective social norms and institutional policies at the establishment level and such enhancement, accompanied by individual skill training among FSWs, will demonstrate a sustainable effect within commercial sex establishments in decreasing problem drinking and alcohol-related sexual risk, increasing consistent and correct condom use, and reducing rates of HIV/STD infection among FSWs," says the NIH abstract.

nothing minimal in terms of the massive size of our budget, defficit and debt, but it is $2.6 million!
Why the **** are we doing this ???
We aren't going to balance the budget or eliminate debt by finding the magical $200 trillion jackpot. We need to find the million dollars here and there, and we need to have individual workers find the fifty cents and one dollar items day to day. A very quick search to about.com states that in 1990 there were three million civilian federal employees. This act is like every civilian employee getting a can of pop as a treat. Doesn't sound like much, but how many other things like this go on? What would happen if every civilian federal employee would find a way to save their department one dollar per month - three million x 12 = $36 million saved in the national budget ... that we could use to teach Ukranian hookers how to market themselves on the internet with ???
No wonder we can't get anywhere with things ... And then to think that this is the minor stuff compared to most >:(

This exactly how this crap is sold to us! How many times don't our school districts come to us for an excess levy that is only $0.35 per day per household, or only $1.50 per day ... who wouldn't give up a can of pop or cup of coffee for the good of the youth?
Every time it is presented as "only" we need to say what is the full amount, and how does it mesh with the rest of the big picture.

Personally I think the government, especially the federal government, should sit on their hands until they're TOLD to do something, not go around spending on what they feel like. I've seen more financially responsible teenagers in Best Buy with a credit card. Perhaps we ought to train these Washington whores about spending properly. >:(

If they can afford nuclear subs, they can take care of their own hookers (I mean sex workers). Is it just me, or is the fact that most girls forced by circumstance into prostitution, are not happy campers who will drink to ease the pain, seems fairly freaking obvious? This kind of crap makes me want to ask the government to teach ME to drink responsibly, because its only 1:30 and I feel the desperate need for a tall cool one (hold the Chinese hooker).

some of the place we choose to drink overseas are little more than whorehouses. that being said, we also stick together and behave. (of course there are some dirt bags that chase ANYTHING) you know, buy the girls a couple drinks and harass them with our twisted humour ;D but still, though tempting as some of these girls are the consequences (marital or health) aren't worth it.and yes most of these girls are there because they have little choice.

Actually, you really didn't Pathfinder. The sad thing is that in a lot of third world countries a daughter is just another mouth to feed. They are sold to brothels to support the family. Hell, Thailand (though they've gotten better) and Cambodia sell junkets for peadophiles to come sleep with (read rape) 12 and 13 year olds. Calling them whores offends me. They didn't choose this crap. Hell, even here in the good old USA, I defy you to ask any middle school student if she wants to be a prostitute. I'll pay a Glock a head for positive answers. Yet the term whore lingers, as though the woman is to blame for men valueing her just for pussy. Why didn't she wear a bhurka (my real beef with Islam)? If they were business women, I'd agree with your point . Its not about being stupidly PC, my friend, its about understanding that prostitution is not a contract between equals. If it was,I would have no more qualms with it than I do with someone buying or selling pot. The problem, as I mentioned in my post, is that we are talking about forced labor. Th fact that the woman gets blamed for a crime caused by male desire, particularly when she has no choice, is like that young Somali girl (13) who was stoned to death for adultery for reporting to the muslim authorities she was raped, or the Saudi woman who was sentenced to two hundred lashes for being gang raped because she was in a car with a guy she wasn't related to. If you can't get that point, I can't help you. I know you're pissed because I called you a racist once for a comment you made comparing Michelle Obama to a chimp (which was out of line), and for the record I publicly apologize because sticking you with that label was out of line as well. I still stand by my point though.

We're all aware of how screwed up many of the world's cultures are - one of the big reasons people try to flee there and get in here - but honestly, should we weep for 10,000 years of prostitution in all of its ugly forms? It is a part of human history. Should it be? I ain't going there, pointless discussion.
Yours is a classic mindset that sees things through filters - as we all do - but dysfunctionally so. It reminds me of the Marxist Anthropologist I heard back in the very early 70's. Every cultural artifact was analyzed through the communist filter - everything. Absolute nonsense and even as a grad student it was obvious even to me just how nonsensical it was. Your so-called feminist sensibilities are blinding you to the realities of the world, the lifestyles they live. Yes, the Chinese kill thousands of baby girls ever year. Yes, the mooslim world treats its women disgustingly badly. Yes it is abhorrent. And yes I think the death penalty is only a start for people who molest a child - for any reason. I am aware of my filters, and if it is important, I can view events and minimize (not eliminate) the effects of the filters.
But, the points of all this are:
- the world is screwed up - always has been, always will be
- people are screwed up - ditto; and it's only slightly your parent's fault
- deal with those facts best you can - all you can do is to try hard not to be what you despise, although as Mel Brooks once said in his 2000 year old man routine - we mock the things we are to be

I'm currently reading a book "McMafia" by Misha Glenny, it's about the globalization of organized crime since the fall of the USSR it talks a lot about trafficking, women and consumer goods west to east, drugs east to west.

I just wanted to be clear that I wasn't trying to ding you over the use of the word whore. Its just one thats bothered me for a lot of reasons for a number of years. I worked for the Inter American Foundation, my senior year of college. They made micro-loans and grants (less than $50k) to small businesses and co-ops in latin america. One of the projects I helped work on dealt with helping child prostitutes form a sewing shop in Peru. Part of the deal was collecting the bios and pics of of the employees to try to gain private sector donors, as well as to prevent fraud. Ever since reading those reports, I've never been able to so much as go into a strip club (with one regretable exception). Looking at the face of a 12 year old who looked about 40 just does something to you, and that's before you read about her life in the slums of Lima. You're right, we all have filters, that's one of mine. I'm not claiming any moral superiority here, far from it, it just reminds me of those kids whose lives were changed by getting a hundred bucks to buy a sewing machine and thinkig about the bastards who stole their childhoods for about eighty cents a throw for ten minutes of pleasure. Thats my filter Pathfinder.
