Carson has become the latest city to pass an ordinance restricting the sale of ammunition, prompting an attorney for the National Rifle Association to threaten to sue.
The ordinance, which was passed unanimously and with little debate Tuesday night, would apply to two stores in the city: Big 5 Sporting Goods and Kmart.
The stores will now be required to get permits to sell ammunition, and collect the name, address and thumbprint of each customer who buys it.
Councilman Mike Gipson introduced the ordinance, which is modeled on a similar law approved last fall in Los Angeles. It is also up for consideration in Long Beach, and statewide it has been approved in about 15 cities.
The goal is to deter felons and others who are prohibited from possessing firearms from buying ammunition. Though there are no real-time background checks for ammunition sales, detectives can use the sales log to pursue charges for unlawful possession.
But critics say criminals can avoid such restrictions by buying ammunition on the Internet. The National Rifle Association and the California Rifle and Pistol Association also argue that such ordinances are illegal because they go beyond state law.
"All the cities that pass these ordinances do is invite lawsuits," said Chuck Michel, an attorney who represents both gun-rights organizations. "I don't know why a responsible local official would put their head on the chopping block and risk taxpayer

dollars defending a symbolic gesture."
Assemblywoman Bonnie Lowenthal is pushing a similar law on the state level. That bill would require all ammunition sales to be face to face, in an effort to combat Internet sales, and require registries and thumbprints for ammunition sales.
"Guns are regulated, medication is regulated, all kinds of things are regulated," Lowenthal said. "Ammunition needs to be regulated, too."
The bill, AB 962, has been passed by the Assembly and the Senate Public Safety Committee, and seems headed for a vote on the Senate floor. It is not clear whether Gov. Arnold Schwarzenegger will support it if it passes.
"You never really know where he is on the gun issue," said Sam Hoover, staff attorney at Legal Community Against Violence, a San Francisco-based advocacy group.
Hoover argued that such ordinances have been shown to be effective in cities such as Sacramento, where it has been on the books for a few years. Officers there have checked sales registries against a database of those prohibited from possessing guns and used that information to file cases, he said.
But Marc Halcon, president of the California Association of Firearms Retailers, said that the registries tend to pile up in stores without ever being checked.
"Law enforcement has more important things to do," he said. "The criminal element isn't affected by this at all. They'll buy it over the Internet. The average felon with a record isn't going to come in and show ID and sign paperwork."
In Carson, the ordinance was passed without any deliberation or outreach to the two stores affected by it. Representatives at Kmart and Big 5 both said they had not been informed of the proposal.
Michel, the gun-rights attorney, said that if he had known about it, he would have protested.
"Typically what happens is it gets proposed by some politician who wants to get their name in the paper," he said. "It's about the least economical approach to crime prevention that you can imagine."

Here's the skinny.....
In MA, no one can buy, posess, trade for, take delivery of, or otherwise own ammunition without an FID card or LTC. Therefor, the only people that can legally posess any kind of ammunition for a handgun are LTC holders because an FID only lets one purchase or posess rifle and shotgun ammo. In addition, internet sales in the state are illegal as well, one only needs to drive into CT, NH, VT, ME or RI and you can buy it by the truckload.
How then, are the gangbangers in our urban centers in MA managing to kill each other and innocent bystanders if, in fact, the law actually worked?
These laws don't work here, they won't work in California and they won't work anywhere, anytime, anyplace.
BTW, I don't have a problem with gangbangers killing other gangbangers. In fact, I'll buy them the ammo myself!

hmm
over here I am not able to get Ammo with out showing my license, that loaded Ammo, includes, Powder, Primers, Air Rifle Pellets, Caps for BP rifles and pistols

And that is why we are fucked, as I said in the other thread. These feel good liberal retards think this will work and make them feel good about passing something like this. What the local ordinances lack is the internet sales ban. The proposed state law will put that in place.
What does this mean for us? Higher prices in an already inflated market. Businesses will stop selling it because they don't want the hassle of the extra burden of the paperwork. The bad guys will still get all the ammo they need because bad guys don't follow laws.
But...they want to legalize pot so we all can stay stoned and pay the tax on that!
-
Maybe if they smoke enough pot they'll forget what they were voting on, just say, "Screw it", and stay on the couch instead of voting for stupid new laws.
As far as buying ammo, we have to show our FID card (that has our fingerprint on the back) AND our DL. They compare the two and if there's any discrepancy between them you don't get ammo.
Funny though...like Timothy says, there's no shortage of ammo for the knuckleheads in north jersey that just keep shooting each other.

tfr270 hit on the TRUE objective in passing. My Dad, who seems to get smarter as I get older, has often said that gun control was irrelevent as long as the socialist mo$#erfu*&ers (The "Old Man" is pretty blunt spoken ;D ) can control our access to ammunition.

Yes, It's a good thing I'm the diplomatic one ;D

As the Wal-Marts around here don't sell guns anymore, I guess the stores don;t have the belly to fight for the fact that people will go elsewhere and the revenue for the stores will go down.

If we only had you in the United Nations,.. :o ::)

While traveling on vacation I accidentally stuffed my pants with ammo bought in a different state. Accidents do happen. And since there are no state border patrols, hmmm, I might actually pull this off and get home with additional ammo. I hear a old Kennedy ghost from the past trying to profit off illegal gains???? :o Wake up and do not give up. I believe in respecting the law but when the law goes in favor of government instead of common sense, a citizen has to do what a citizen has to do!!!! 8)

In Colorado, one simply goes to a store and buys ammo, no muss no fuss, if of course one can find the ammo needed.
-
Timmothy, I think youve found a few new "souveniers" to buy on that family vaction. Though always rember the cardinal rule of one crime at a time, and don't speed. ;D

Ammo from another state isn't a problem, and his CCW will be honored so that's not a problem either.
-
Yeah runs...that is how it is right now in most of CA. I want ammo I go online or to the store and buy ammo. No issues as long as they have what I want.
When this bill AB962 passes I won't be able to buy onl ine or buy more than 50 rounds of handgun ammo a month...only they defined handgun ammo as mettallic cartridges, which covers lots more than handgun ammo...
It really pisses me off that some Police Chiefs are on board with this. Like I told my lib tard brother the other day....is it moral that if gun control fanatics have their way that one day I'm a law abiding citizen and the next I'm a felon just because I'm a gun owner who shoots alot? Is it morally superior that I'm dead in my home and the bad guy is alive vs the bad guy being dead and I'm alive? All I got from that was the lib-tard stammer.

tfr, mention to him that Here in Laconia, no gun laws except Federal,. we are having a crime wave there was another home invasion last week, that's the 3rd one since 2005.
How many in your town ? :o

It shouldn't be, but wasn't there a post about some poor sob getting busted for having a bunch of ammo in his trunk in Ma. a while back Tom? Maybe I'm wrong, but I would take NOTHING for granted in that state.

Yes there was, I don't remember the details but I think it was like 5,000 + rounds, if Tim is taking the Family on vacation I doubt he can afford ( or fit) that big a quantity. Besides, in another post I believe he mentioned going to Kittery Trading Post in Kittery Me. and they don't do bargains.
Good quality, you won't get cheated, but you will pay full price.

We've had more than three home invasions in the last month in our county. We don't count by year anymore.
While not home invastion style, in the four houses on my sidestreet/corner lots, two have had attempted break ins, including mine, and a third was hit. All were in daylight around 1000-1200.
We have houses that are growing medical marijuana (we've talked of this subject before) and dirtbags of all colors are doing home invasions on those. There are even some folks who are putting up signs saying "the pot house is next door, don't invade this house" type of signs. The home invasion robberies don't always get the right house.

Bide your tongue. I'm sure the Socialist are reading this you don't want to give them another Idea for controlling us! >:(
