Old news that has been dead for a LONG time. It never got any co sponsors.
The problem with the internet is that nothing ever goes away, back around the 1st of the year when this was actually news it was posted every where gun rights are appreciated, in 100 years some one will run across mention of "Blair / Holt, They will check Snopes, which will tell them yes, the bill was introduced and this is what it said. They will imediatly go "EEEK," and flood every one they know with warnings about this DOA legislation.
The one about "making gun owners declare their firearms on their tax forms, and then taxing them" is another one that yes it got introduced, but then it was laughed off the floor and died.

That being said, thanks for making SURE it wasn't something new, and letting us know, just in case, Kaw.   ;D
