Its not unless you get the $5 ATF stamp to go with it as it becomes a short barrel rifle.

You know how many times I've been sitting in my recliner, beer just out of reach, and thought,"If I only had the 'glock 2000 extended can grabber' attachment"? No more stretching for a beer for me again. No, sir!!!!  I'm gettin 2.

When I saw the OP, I originally thought it was some sort of modernized version of a midevial chastity device....and now, I think it would be more useful if it was....  ::)
