the real prob is, while you understand what an "adequate back stop" is, there is a large number of idiots out there that don't have a clue what that means.
Its really not a hard concept. I aim at a pellet trap. If I miss, behind that, I have piece of 5/8"ply backed by a piece of el cheapo shag hanging free over a dowel. Not even an 800 fps .22 will get through that. Total cost, $10, time to assemble, about 5 minutes.

I use 2 sheets of 7/8 t and g sub flooring with 2" of foam between them. ( what I had laying around) its lasted about 5 years now. I don't know how many thousands of rounds.

You can also get old truck bed mats from a salvage yard for cheap and cut them down and layer them to several thicknesses.
A friend has a backstop that is 4' x 4' made of several layers (about 3" thick) of rubber bed mat, with the carpet in front of that and a piece of 3/8" steel plate behind it for good measure. He stands his target stand in front of it and it will stop anything from his air rifle pellets to lead wadcutter .38's.....I think he may have even used it to stop lead .45's....but don't quote me on that.
