I think if you look hard enough you will find that Ca probably has a standard to regulate methane emissions.
Or perhaps "Noxious vapors".
After all, the science is in, everybody knows that man made global warming is caused by the excess methane emissions of all the cows we raise .

Tom most states do as well as the feds.  Its mainly for land fills and treatment plants.    most of which just burn it off.   some recycle the heat, others use it to produce power.
