Your subject line is a misleading conclusion, because:
a) A background check could cover simultaneous multiple purchases.
b) In many states with, CCW holders are not required to go through NICs.
c) Transfers to C&R do not require NICs.
I would conjecture that the actual number of guns purchased exceeds 32/min, by a statistically significant number.
In checking with my
arsenal collection I don't believe any purchases were subject to NICs. I may have had one when there was a lapse in my CCW.
