I'm not understanding completely.

This isn't  "target" shooting.   This is "sign" shooting.

If they don't want people to shoot the sign, then it should read:

"Don't shoot the sign"

But then why put the sign there in the first place?   Duh!







 Oh, I get it.  Make jobs.   I'll be glad to do my part.  Where's the sign?
