OK, while an idiot, LaHood does have a bit of a point though. We COULD have the best public transportation system in the world, an oil pipeline to get oil from Canada, or any number of public infrastucture projects (jails, waste management, power distribution, ect) completed and under budget by just saying "We are building HERE". Is it the right way to do it, no. To many people want better commuter rail and less auto traffic but as soon as a railline is proposed "Not In My Backyard." Jails are so full we are forced to cut sentences short but another facility is on the docket, "NIMBY" Since it has to move , it has to be redesigned, meaning it costs more and takes longer. Then if it's a long distance rail or power line and goes between States and has to be approved by the States and every local-yocal mayor and county commisioner in its path. If one says no, it ALL starts over again.
