Okay, someone clarify for me. I know that the federal green tip is a steel core, (and I have little doubt would go through armor) but I thought the black tipped stuff was true AP ammo?

The black tip is M995.  Green tip M855/SS109 is NOT AP.

*depends on your definition of "armor"

The green tip ammo is considered to be ball ammo. Normally ball ammo doesn't have a painted tip. You can tell at a glance that it's not old M193 ball ammo and has the steel tip.

JFrank, I'm not the most traveled guy in the world but I've never seen 5.56 ammo with a visible steel tip.
Even the black painted tip on the AP is a copper jacket.
You can say lots of bad things about pedophiles; but at least they drive slowly past schools.

It has a steel penetrator in the tip of the bullet right in front of the lead core. The green paint identifies it as such. Sorry for the confusion.
