2 things, they may write them but they still need to get them passed, Second, They are already thinking re election, tons of E Mail will make them consider carefully what they can get away with.

I work for a politician.  They pretty much ignore e-mail because it is free and in most cases anonymous.  What sometimes gets their attention, is hand-written letters, although 99.9% of those don't get past the staff.  Most have their agendas and intend to dig in their heels and stay with it, come Hell or high water.  At most, public comment shows them the mood of the people and how to spin the message to fool us.
