I guess the military can't find citizens or legal immigrants with those special skills to join military.  Reminds me of right after Vietnam in late 73/74, I was a recruiter in El Paso.  We were enlisting around 4 or 5 guys a month, all native born Mexican-Americans.  Used to get a lot of calls from Mexicans in Juarez wanting to join but could not bring them in.
