Yeah, I was there in the 90's.  I dont think they've lightened up any.  

And their crime rates are NOTHING compared to ours!

As far as prison...  Every cell should be solitary confinement for a start.  No more gangs, homo's rapeing each other, teaching each other how to be "better criminals".  Just sit in your cage and watch Martha Stewart teach "how to get along in society" videos 24 hours a day!  

You think "Mr. gang banga" is gonna steal your car if he has to go to that for three months?  Also leave a rope in every cage in case their just not happy with their new lifestyle.
