When Saddam Hussein met Foreign dignitaries he would put his hand out at about groin level.
The person being met would look down to avoid grabbing his dork by mistake, that's when the Photographer was ordered to snap the pic.
Check it out yourself, they always seem to be giving him a respectful nod.
I've started doing the same thing, it puts the other person at a psychological disadvantage.
