Those ARE US Navy personnel.  Navy Visit Board Search Seizure (VBSS) guys are ship's crew that get sent to suspect ships to look for contraband, usually augemented by Coasties.  The schools are down in San Diego and Cheasapeak VA and isn't that long. Pretty basic stuff really; weapons handling/quals for M-16, M-9, and shotgun, searching and clearing a vessel, and such.  They are wearing standard desert cammies, issue black belts, and assualt vests.
When seconds mean the difference between life and death, the police will be minutes away.

I did some looking into that... seems like they are coasty wanbes with less power and bigger boats. Still for there to be that many diffrences between the unis of them somethening is not right... then again its the navy, they are not know for thier discipline.
I always break all the clay pigeons,  some times its even with lead.

The Navy has been doing VBSS since before the Coast Gaurd was even formed, try 1776. They have the same power as the CG downrange but had CG members until a few years ago becuase the Navy wasn't typically in the Search/LE mode.  Now that the school is set up they are pulling back the CG presence.

As for the uniforms, the desert cammies are organizational clothing so you get issued it by your command and it usually doesn't include the belt so the black ones are the issued one for the normal uniform, the others are probably personally bought. 

I'll leave alone the discipline comment but say that they wouldn't be like that on MY range.
