we need to have
a License to Drive a Car
a License to Drive a Boat
a License to Own Firearms
permits for this, that and everything else just about

yet they will let anyone bread  and the gubbermint will give you 5K  just for having a Baby   

Yeah but in all fairness that 5k is used to buy booze, smokes and play the pokies, you know things that the dead beat parents do but make the kids go with out from week to week in order to do so, least this way the kids parent might get on a lucky streak and buy them a plasma for baby sitting purposes while they are at the club and the occasional packet of potatoe chips.
