that gun does exist... its called a bolt action...
Tab, I think there talking auto, burst or semi's.

I had a small arms instructor in the miltary that had a saying when it came to accuracy...

"accuracy is doing the same thing, the same way, every time."   Now he was talking about shooting, but that also can be applied to a firearm.   If you can get every thing the same and reapeat that over and over again, you will have the best accuracy.( aka smallest groups)   
I always break all the clay pigeons,  some times its even with lead.

With all due respect, when has marksmanship been taught in the military? Not when I was in, inless your part of a special ops crew you shoot once or twice a year. Unless your at war you dont shoot, and then you learn on the fly. But you do know how to clean your weapon. ;D
If you can't qual at least marksman on the known distance range, (out to 500 yards when I was in 77-80) you can't be a Marine. When I was Unit armorer (76Y) in the National Gaurd (89-92) I was disgusted , 18 year Sgt.s could not qual on the 25 meter range.
