I've been looking at the Wilson Cop Tool any thoughts on this blade carry option.

Why not the Boker cop tool?  For under $50, if you're interested, give it a try.

But as to design, it seems to be a Razel homage with a hook added.  I don't like serrated blades, as they're hard to sharpen, but they increase blade size, and stay sharp longer than non-serrated.

Look at the Graham Brothers Razel, or the CRKT versions.  I like the ringed versions, as I can let go of the knife to do something, and have it hanging from my pinkie finger ready to swing back into use.

I have the smaller CRKT razel and it is worth the money.
