Hell, it was screwed up so badly that King Leopuld of Belgium burned his records from when it was a royal remit, and this was in the 19th century before International Law and Universal Jurisdiction. One shudders to think how bad it was. Mobuto didn't help either.  Kabila junior seems to be doing his best, but with the spill over from Rwanda and Zimbawe playing games? Good luck.

Emperor Bokassa served his political enemies.
To other political enemies.
I understand it was a very nice rice, if you did not mind recognizing the meat dish.  
Then over in Liberia you had Charles Taylor, another paragon of "African virtue". He was the basis for one of the characters in that Nicholas Cage movie "Lord of War". This charmer was also the power behind the 10 year old "Child soldiers" depicted in "Blood Diamond" (very good movie, and if taken in context it's relatively accurate.)
And you voted for one ?  

To get sort of back on topic, The Belgians were bastards, that's why the King burned the records, they were worse than the Spanish Conquistadors ever dreamed of being, Visitors from German and Portuguese colonies, which were notorious for the harsh conditions, were appalled by the condition of Congolese natives.
Read a book about Von Lettow Vorbeck that went into conditions in German East, as well as other African colonies at the outbreak of WWI.

One of my Profs, Kaythy Boone, wrote a very influential article. Her argument was this. African countries with few natural resources tend to be more Democratic than  those blessed (or in her opinion cursed) with a lot of them. The argument goes like this. Gold/copper/diamond mines require state capital and security. Whoever runs the government gets the money. Its all about state control. Subtract those resources, and its all about farmers and merchants. There is less for the state to sieze and thus democracy has a better chance. Its like comparing Spain to Great Britian. There was no gold to be found in the colonies. The wealth was in tobbaco, indigo and cotton farms and timber and local industry. Spain was all about the gold mines. There was no accident that Latin America is full of despots in a top down system, and we are spared that because political power does not equal economic power. In Congo, it does. Better for them if they didn't have the copper and gold mines. Then they might have  an economy based on yeoman farmers and merchants which are much harder to control.

Yes, the Belgians were bastards, incredibly brutal and vicious toward the natives - large scale murders, amputations, floggings, the list is huge. However, the reason the records were burned was because the King in his own person, as an individual, owned the Congo. All of it, lock, stock and barrel. He and he alone, not the country, not the parliament, not a syndicate - just him.

The parliament finally took it away after the abuses started becoming public, but long after incredible damage had been done to the people, and king Leo destroyed the audit trail.
