Either the job does not require the extent of physical strength specified in the tests or qualifications or it does.

If it does not, change the qualifications for everyone and be ready to defend that position (for instance, removing a requirement of Firepersons to "fireman's carry" someone of a specified weight for a specified distance)

If the job does require what the test qualifications are (and you should be able to defend that position also), then you either are capable of that or you do not get the job.  No exclusions or exceptions regardless of race, sex, religion, national origin or sexual preference.

I've often notice that on road work crews that women are most likely to be "manning" (or should that be personning?) the road signs to control traffic.  The actual road work is hard and demanding and continuous and I suspect only very few women can effectively do that work.  I suspect the women on the road signs are there because they could not do the job but were needed for quota.   I also suspect that the road sign position was rotated among men on the crew to give them a break from the strenuous labor.  So not only do we have a situation where women are paid equally for a job they cannot do, their presence makes the job  harder for the men who can do it.
