My exp with leos in a traffic stop are, about 25% are very professional, 25% are "nice", 25% are dicks and 25% should not be warrying the badge.

The only leo agency I've had 100% postivative exp with, even when I was getting a ticket is the CHP.  They are always very professional.  They have also gone out of thier way to help me in the past.  I can't say that about the other LEAs i've had professional contact with.  I'm not just talking about tickets, I'm talking crime reporting, evictions etc etc.
