FQ, There is one major difference, in all the other cases we are talking about "Territories". But in the case here, and with WVa and Maine, it involved changing an existing "State". Territories are land the country owns that is not particularly settled, or organized, it can be adjusted and modified with out effecting anything else.
When you start screwing around with States however you are effecting Nation issues by changing the numbers of Representatives and Senators .

Another town made it into the news today for having to lay off their entire police department.  To me, that reflects a break down of government right there.  So expand on that a little, now drag it out over a few months.  It starts happening in neighboring towns.  The local elections come around, and just like everytime in the past.  The ONLY way a candidate is going to get a vote is if he renounces the cause of his towns woe's...  Obama.  Expanded this to a state level in say a years time.  Things aren't getting any better on a national level, and the newly re-elected bama has just started ANOTHER war nobody gives a shit about...

Wouldn't you want YOUR state to break ties?  As soon as a tabloid even picks up a rumor of one state doing it the idea will spread like wildfire!
