m 58 its very simple, he is getting death threats, NOW( of which I am sure most are bs, but there has to be a few that are not).  Do you think things would get safer for him if he filed against the parents?   do you think it would make his life any better?

so him getting assulted or murdered would not be worse?  Not that it could not happen now, but his chances would increase.

 A Civil Rights case will allow the defense to bring up information that was not allowed in the Criminal case. Such as "Some kids call it DRANK, they take skittles the iced tea and add codeine cough syrup" for a High. Not that it should matter but this was not a child with a sweet tooth returning to Daddy's place.
