Actually, what he is saying to his troops is that there will be no consequences for them if they shoot somebody who is exercising their Constitutional rights.

What a Putz. I agree with JoeG, this guy just set the city up big time. Of course the CPD hasn't been all that tough on the illegally armed gangbangers but maybe they wont be so scared of people they know are honest citizens. Its always easier to pick on the law abbidding and leave the real bad guys to pray on the public. CPD officers should demand his head, or hang their heads in shame.
