Probably a ducted impeller or thrust nozzle.

How does the driver know where to go? I did not see one marker! Obviously a purpose-built water course, so maybe memorized? At that speed? Holy crap!

I started out believing Obama was born in Hawaii, but can we ignore the fact that the "most transparent" president in history is spending hundred's of thousands (soon to be millions) of taxpayer dollars to defend a $10 document. Agreed to a point.  There is also the issue of was his citizenship through birth and eventual statehood given up for comfort and education at some point?  However, all who question have gained the loony label, but isn't that one of the tools that dictators and other power grabbers have used throughout history?
