Not quite like that. 

TAB's focus is limiting someone's use of something if they show significant disregard for that something..and if using it in your profession is necessary, you can be fired from that profession....like driving for a DUI offender or carrying a gun for an ND offender.

The chef would be fired if he repeatedly, through carelessness stabbed folks with chef's knives or set grease fires in kitchens.

With TAB's reasoning we could take away the right to vote from Democrats because they keep voting for anti American shit smears like Obama, Rangel, Pelosi, Kennedy, etc.
Exactly the same principle, He wants to take away a right from some one because they used it recklessly and injured some one.
I could show that stupid people voting Democrat have hurt or killed a hell of a lot more Americans than all the ND's in history.

There is no solution because people are essentially dumber than dirt.

Which (not to bash Glocks) is why so many LE agencies issue Glocks to their officers.  They're basically idiot proof to operate (except for the one dumbass DEA Agent who was the "only one here professional enough" to handle one. 

All kidding aside, though, they're popular with LE agencies because they don't require a lot of training time.

Actually, when I carried a 1911,  and would "practice", the safety went off as soon as it was drawn...finger off the trigger...  so, in effect it "was" a Glock...almost as good too   ;D ;D
