Do away with HHS.
If the community isn't willing to help someone they probably don't deserve it.
Gov workers don't know these things.
If you want do get rid of poverty , get rid of professions that profit from it.

I am 100% positive  i could take over any gov agency at the federal or state level.  Cut the budget in half, the work force by 25% and see a 50% increase in productivity.  The problem is the escort I would need to keep me safe would make the ss look like a scout troop.

My grandmother  has told me stories  about when she was a very famous governor of California's  personal secretary... let's just say if the stories came from any one else I would call them a liar to thier face... she even has documentation  of some of them. 

The reason he picked her was for her short hand... no one else could read it.   

Look up the prop 13 commission... the recordings were never supposed to be stop... let's just say I know where the minutes  of those meetings are and I know enough about her short hand that I could tell  you when stuff was turned off.
