I think as a him being a very public figure you could get away with using his image for just about anything. Just like all the NASA images belong to the people of the US and can be used by anyone. I also don't think his campaign fund would license a Change Tattoo...although, he does strike me as a sell out.

Cops in upstate New York this week broke up a drug ring that allegedly sold heroin under several brand names, including "Obama." Investigators arrested five suspects for their alleged roles in the narcotics distribution activity.
