Back to the original topic, If you are academically qualified to receive a diploma, you get one.  If you get in trouble, I can understand losing the privilege of after school activities, but don't punish someone academically for a "behavioral" problem.  That's what was done in my case.  Asshattery plain and simple. 

In this case, lawyer up and see the roaches run like the light got turned on.
