TR was a child during the Civil War, his Father worked for Lincoln and TR met him at least once, more importantly he remembered the COST of the war that had ended only 40 years before he got the Nobel Peace Prize, in the Dakota's and during the Spanish war , many of the men he dealt with had SERVED on one side or the other, For example Gen Shafter, who commanded in Cuba had been a Union Gen. while his Cavalry Commander Gen Wheeler had gained his rank as a CONFEDERATE Gen.
TR was was not about to reignite that war, which is exactly what would have happened if he sent troops into the South to cram something down their throats.
The only reason Ike got away with it was because there weren't enough of the old timers left to start that kind of trouble

Humans are animals, and just like a dog or feral pig they are ruled by self interest and force, THAT was why the founding Fathers wrote the Constitution the way they did, they knew that given a little authority it was the nature of man to try to increase it at the expense of others.
