I don't know... I've heard of idiots using crappy ammo to some reasonable effect. Look at East LA and other areas that street thugs run... they seem to be quite adept at killing with whatever they can steel or otherwise illegally obtain. And I sure doubt that they selected the latest Hornady self defense load or the Winchester Silvertip/Speer Golddot/Federal HST-Hyrdoshock/etc.
