Murder is just one factor Eric, they have so few "hot burglaries" (break ins when they know some one is home) that they don't even track the statistic, they have other crimes where the rate is vanishingly low as well and those drop it's OVERALL crime rate WAY down. (of course WHITE COLLAR crime isn't tracked either    )
