I don't want to poop the party, but there is a practical concern here. Shall issue is ideal and no permit is gravy on top. BUT, most states won't reciprocate unless there is some sort of permit process/class required. This is bad for two reasons. On a micro-level it means you won't be able carry in Fl. and in the unlikely event I go to Iowa ( just kidding) I won't be able to carry either. On a macro-level, it almost hurts the cause. As more states institute "shall issue", and Heller, hopefully becomes more entrenched, voters will begin to take it for granted that they can carry nation wide and get as impatient with anti-gun laws as they are with blue laws. It won't stop the antis any more than the tee-toalars, but it doesn't help your caue when 80% of of the population rolls their eyes and thinks "What is wrong with you backwards hicks/gunbaning liberals, I just want to buy a beer/to carry my pistol like I can at home". As Planned Parenthood v Casey told us with abortion rights, a universal expectation that a right is Constitutionally protected carries weight with the court. I don't want to debate whether that is good thing or not as its irrelevant, but just put it forward as fact. If you doubt this, read O'Conner's majority opinion. I'm all  for fewer restrictions, but Vermont residents can't carry in Fl. and thats too bad.

If you go to the IGO site it does have a provision for getting a permit/class to carry in other states.  As of right now I believe Iowa has an Out-of-State carry permit.  I'm sure it is an "easy" thing to get.  I didn't see anything about what Out-of-State'rs would have to do if this were to become law. 

While I would like to see this or something simliar there is no way this will pass.  Maybe it will pave the way for "Shall Issue" though
